9610 - RELATIONS WITH LAW ENFORCEMENT AGENCIES

It is the policy of Edmonds School District to develop and maintain cooperative working relationships with law enforcement agencies. Building a positive image of these agencies among students shall be an objective of the district. Representatives from law enforcement and the district should periodically review and revise procedures to maintain and promote a positive relationship.

Representatives of law enforcement agencies, in the conduct of investigations of alleged crimes or criminal activity, gather information regarding students who may be victims, witnesses, or suspects. When such information relates to student(s) who attend district schools or are known to district personnel, law enforcement representatives may contact district personnel seeking information regarding these individuals. The reasons for such contacts may include, but are not limited to: interviewing and/or arresting a student; placing a student in protective custody; interviewing district employees regarding a student; or gathering information from school records. Students are defined as juveniles when they are under eighteen years of age.

School staff and law enforcement representatives shall follow procedures that keep jurisdictions and authority clear. Student conduct in relation to school rules, when not overlapping with law enforcement, will be the responsibility of school personnel. It shall be the responsibility of the building administrator to safeguard the students' educational program and provide for the student safety and welfare.

Law enforcement representatives will normally inform parents or guardians of law enforcement contacts and/or actions relating to students which occur at school. When law enforcement representatives do not plan to inform parents or guardians of the contact with the student, the building administrator shall assume this responsibility unless the law enforcement representative has placed restrictions on such contact.
