The following guidelines shall be followed when fees or
charges are established for classes and/or activities:
- Class registration literature shall delineate any fees or charges.
- A fee may be collected for any program in which the resultant product
is in excess of minimum requirements and becomes the personal property
of the student. Fees may not exceed the cost of the materials. The district
shall furnish materials for those introductory units of instruction
where a student is acquiring the fundamental skills for the course.
- A fee may be collected for personal physical education and athletic
equipment and apparel.
- A reasonable fee may be charged for the use of musical instruments
or uniforms owned or rented by the district.
- Students may be required to furnish personal or consumable items
such as pencils, paper, erasers, notebooks and workbooks.
- Security deposits for the return of materials or equipment may be
collected, provided that provisions shall be made to return the deposit
when the student returns the item.
- A fee may be collected to cover the cost of student housing, meals,
entrance fees and transportation while engaged in educational activities.
- A towel fee may be assessed to cover the cost of subscribing to the
towel service, provided however, a student may supply his/her own towel.
- In order to facilitate the cash handling of these transactions, the
charges that are 'at cost' may be rounded up to the next quarter of
a dollar.
Fees shall not be assessed for:
- Textbooks (non-consumable) which are designated as basic instructional
material for a course of study.
- Instructional costs for staff employed in any basic course or educational
program. Instructional costs may be charged for extended learning opportunities.
Fines or damage charges may be levied for lost textbooks, library books
or equipment.
If it is not possible to work out satisfactory arrangements for payment
of project charges, the following waiver procedure shall apply:
- The student and the student's parents are responsible for initiating
a request for the waiver.
- The present income guidelines established by State and Federal agencies
for qualifications for free lunches will serve as a qualification for
waivers. These income guidelines are subject to change by the Federal
Government.
- The waiver shall be requested upon a form provided by the District
which will include a provision for a certified statement of the income
of the student's family.
- Where a waiver is being requested, the instructor will assist the
student in the selection of a minimum cost project.
- Costs incurred in connection with driver education, commencement
exercises, or athletic insurance are not covered by the waiver forms.
