No commencement, graduation, or other formal articulation exercises shall be held except those for students who have completed senior high school requirements.
However, students who are short one class on graduation day may be permitted to participate in commencement exercises with their classmates and receive their diplomas after the one deficient class is satisfactorily completed.
Students receiving special education services may participate in the graduation ceremony with their age-appropriate peers, receive a certificate of attendance, and continue to receive special education services up to age twenty-one. Once these students have completed their individual graduation plan that is based on their IEP, they will receive a high school diploma and Certificate of Individual Achievement.
A student's official transcript shall list all courses taken while in high school.
The superintendent shall develop procedures to conduct the ceremony.
