The following steps shall be completed prior to recommendation
to the Board of Directors by the superintendent to close or change the
use of a school:
- A written summary shall be prepared containing an analysis of the
effects of the proposed school closure or change of use including proposed
changes in attendance boundaries, if applicable. The written summary
shall be completed at least ninety (90) days prior to any final decision
by the Board as to any school closure. During this ninety (90) day period,
copies of the written summary shall be available to members of the public
at the district's administrative offices and at the affected schools.
- During the ninety (90) days prior to any final decision by the Board
regarding a proposed school closure, the Board shall hold at least two
(2) public hearings to receive comment on any issues relating to the
proposed closure. If multiple school closures are proposed, a separate
set of hearings shall be held for each proposed closure. The first hearing
shall be held at least sixty (60) days prior to any final decision regarding
closure; the second hearing may be held on the date scheduled for the
Board's final decision. Additional hearings may be scheduled at the
discretion of the Board. Notice of each hearing shall be published in
a newspaper of general circulation in the area where the school subject
to closure is located. Such notice shall be published one each week
for two (2) consecutive weeks prior to the hearing, with the second
publication occurring no less than seven (7) days prior to the hearing.
Such notices shall be in substantially the following form:
"NOTICE OF HEARING ON PROPOSED SCHOOL CLOSURE
The Board of Directors of Edmonds School District No. 15 is considering
closure of (name of school), located at (address). A written summary
analyzing the effects of the proposed school closure has been prepared;
copies of this summary are available to members of the public at the
district's administrative office and at (name of affected school).
The Board will conduct a public hearing regarding the proposed school
closure at (time) on (date) at (location and address). All members of
the public are invited to attend and present their oral or written views
on any issues relating to the proposed closure. Written comments may
also be submitted to the Board of Directors, c/o Superintendent, 20420
68th Avenue W., Lynnwood, Washington, 98036."
- The Board shall consider oral or written public comment received
in timely fashion. The final determination on proposed closures shall
be made at the sole discretion of the Board.
- This procedure does not apply to:
a. the closure or change of use of any building or other facility
owned by the school district which is not currently being used for
instructional purposes; or
b. the closure of any school for emergency reasons as identified
in RCW 28A.41.170 (2) (a) and (b); or
c. the temporary closure of any school for renovation/remodeling
when students are temporarily relocated to another school.
