3515 - PERSONNEL CELLULAR TELEPHONES

The Board authorizes the issuance of cellular telephones to staff designated by the superintendent or Assistant Superintendent/Executive Director level staff when access to a cellular telephone for business-related calls is necessary to ensure student safety and/or when designated staff do not have regular telephone service readily available.

Cellular telephones should not be used when a less costly alternative is safe, convenient and readily available. Employees are reminded that cellular transmissions are not secure, and employees should use discretion in relaying confidential information during a cellular telephone conversation.

Reasonable precautions should be made to prevent equipment theft, vandalism and damage. District liability insurance will not be used to cover the replacement of equipment lost or stolen while in the employee's possession, unless the loss occurs on district property and is explicitly covered by the District's insurance policy. Cellular telephones are not to be loaned to others.

At the time a designated employee accepts a district cellular phone, he or she shall provide written assurance of financial responsibility for any personal or non-business calls made on the cellular telephone.

Personal use of a district cellular telephone shall not exceed one-fourth of the total monthly minutes of use. Each designated employee will review his or her statement of calls and reimburse the District for any personal or non-business calls, based on a fixed rate per minute, as determined by the Business Services department. Authorization to use a District cellular telephone shall be restricted for any staff member who has two or more monthly statements outstanding.

The District will reimburse employees for business calls made on personal cellular telephones, based on the same rate per minute established by the Business Services Department in the preceding paragraph, when standard employee reimbursement procedures are followed.
