The Constitution of the State of Washington charges the legislature with providing a system of free public schools wherein every child of the state may receive a common school education. The legislature has created local school districts and provided for local boards of directors which derive their legal powers from the framework of laws, court decisions, and mandates from the state and federal levels of government.

A school district is a public corporation of the state. It possesses all of the usual powers of a corporation established for public purposes including purchasing, selling and holding personal property and real estate and entering into such obligations as are authorized by law. While each school district is local in nature, it must be kept in mind that it is created by state law and, as such, is a unit of state government whose Board members are state officials charged with trusteeship of the institution of public elementary and secondary school education. All statutory provisions of the State of Washington relating to education, plus all the rules, regulations and procedures promulgated by the State Board of Education, Superintendent of Public Instruction and other state administrative organizations so authorized by the State Legislature, are by their nature a portion of school district policy.

The Edmonds School District was organized in June 1884, under the directorship of George Brackett, A.D. Allen, and W.F. Armstrong, is a first class district in southwestern Snohomish County.
